Harry Chen, M.D.
Commissioner

Commissioner Harry Chen, MDHarry L. Chen, M.D. earned his medical degree and completed his residency in emergency medicine at the Oregon Health Sciences University School of Medicine, where he served as chief resident. From 1983-1988, he was a faculty member at George Washington University Medical Center's Department of Emergency Medicine

In Vermont, Dr. Chen has been an emergency physician at Rutland Regional Medical Center for over 20 years, and medical director from 1998-2004.  He is also on the clinical faculty at the University of Vermont College of Medicine. From 2004-2008, he served in the Vermont House of Representatives, and during his final term he was vice chair of the Health Care Committee.

In 2008, Dr. Chen received the Vermont State Medical Society's Physician Award for Community Service. He has served on numerous statewide boards addressing healthcare and medical issues, including vice chair of the Vermont Board of Medical Practice. From June to September 2010, he served as Interim executive director of the Vermont Program on Quality in Health Care, and has been a board member since 2006.

Dr. Chen has spoken on the issue of health care reform nationally and regionally, including presentations to the U.S. Senate Health, Education, Labor and Pension Committee, the New Mexico legislature’s Health Committee, and the New England Medical Society Leadership Conference.

Barbara Cimaglio
Deputy Commissioner for Alcohol & Drug Abuse Programs

Barbara Cimaglio joined the Department of Health in 2004 and leads the department’s oversight and development work in substance abuse prevention, treatment and recovery services.

Ms. Cimaglio has extensive experience in community-based substance abuse services, including work in prevention and adolescent treatment. She has been in state government for over 20 years. Prior to coming to Vermont, she served as the director of the former Illinois Department of Alcoholism and Substance Abuse Program and the Oregon Office of Alcohol and Drug Abuse Programs.

At the national level, Ms. Cimaglio serves on the board of directors of the National Association of State Alcohol and Drug Abuse Directors and is a past-president of this board. She has served on a number of national committees focused on improving substance abuse treatment and prevention services.

Tracy Dolan
Deputy Commissioner for Public Health

Tracy Dolan was appointed deputy commissioner for public health in January 2011. In this position, Ms. Dolan provides overall leadership for the myriad of public health programs within the department. She manages coordination of services with the Agency of Human Services, and the other departments and agencies throughout the state.

Prior to her appointment, she served as the department's director for Public Health Planning and Performance Improvement.

Dixie Henry, Esq.
Principal Assistant to the Commissioner

Dixie Henry was appointed principal assistant in January 2011.

Prior to her current position, Ms. Henry served as deputy commissioner for Public Health, and as the assistant Attorney General for the Health Department, providing legal advice across all program areas. She has also worked as an attorney for Vermont Legal Aid's Disability Law Project, and as Special Counsel to the Vermont Department of Public Service.
